Do you have the controls yet? Most important is user comfort. You don't want to have to bend or reach at all to adjust the throttle.

"Inspection" is likely just ensuring it doesn't already have a hull ID and that it's not a stolen vessel you are trying to re-register. At least that's what happened here in Indiana.

One thing you can try is a hot iron over a damp cloth. The steam might make the holes close up.

Cable clamps are what you are looking for. You can get a variety pack at harbor freight. And you will regret it one day if you use tape. Zip ties are way easier to deal with.
