16 foot Dory frames

I'm building the frames from the 16' Dory plans. The plans say to notch all frames, but frame #4 is not big enough for the notches. Do I leave them off of frame #4, or am I missing something? Thanks...

Notch. The form is to the inside of the planking.
You could cut 3/4" off the bottom, but this would mean shallower notches for the chines.
Probably best to cut chine notches first, them cut off bottom of form for keel.
