two possibilities
It is either a spray dodger or a shield. The shield would allow the hunters to remain concealed when sneaking up on ducks. The spray dodger keeps cold water out - especially useful if a wave breaks over the bow.

I studied it quite a bit
I would make sure that the vinyl you are using has a fiber core to it. It will need to withstand repeated bending and abrasions. I decided not to build one since I could build a car-topper that would give a much better life span.

I think there are a couple different considerations when dealing with fillers. The top two in my mind are "How much space?" and "How smooth?". generally there are only a few options
Velcro - but that can get mucked up and wear out if used in an outdoor environment. I'd vote against it. Rope - this is a great choice. PVC Pipe cut for clamps

I only have non-powered, non-Glen-L boats. I did go to a "Mess About" in Indianna last weekend and it was fun even though it rained all but 3 hours I was there. Taking the camper down in the rain was not that fun though.

Grahm, I bought a portable planer. It is still quite heavy, but still light enough to take OUTSIDE when in use. Wet out the cloth in a shallow container and try to apply the wet sticky cloth that way. Either way - this isn't going to be a pretty job.
